Water Tap and Meter Service Agreement
When water service is available on a utility main and a customer request a new water tap and meter to obtain service, the customer agrees to purchase water monthly or pay the Utility’s minimum monthly bill for a period of two (2) years from the date the meter is installed.
If the customer fails to purchase water or pay the minimum monthly bill during the term of this agreement, the customer will be notified that they are in breach of the two-year agreement. The customer must then choose one of the following options:
- The customer may elect to continue paying the minimum monthly bill for the remaining balance of the two-year agreement; or
- The customer may forfeit the water tap, which will require payment of a new tap fee for water service to be reinstated in the future.
The customer will be required to sign an agreement indicating the option selected before service is terminated. If the Utility is unable to contact the customer to present these options, the customer will automatically forfeit the water tap.
If the customer elects to forfeit the tap, the customer must notify any future buyer of the property that water service will not be available to the property unless a new water tap fee is paid.
Ownership Requirement
If the applicant does not meet the Utility’s ownership policy requirements, the property owner must provide the necessary documentation, sign the service contract with the Utility, and sign a notarized waiver allowing the applicant to place the meter on the property.
Landlord Provisions
If the applicant is a landlord and tenants will apply for service after the meter is installed:
- The landlord/applicant must agree that the Utility may reactivate the landlord’s account for billing if service is disconnected in order to ensure the two-year service requirement is fulfilled.
- At that time, the landlord/applicant may choose to leave the service locked out, in which case no service charge or reconnection fee will apply. Billing will continue at the minimum monthly rate until the two-year requirement is met or another tenant establishes service at the location. (unlock would be $50 reconnection fee during this period)
- If the landlord/applicant chooses to have the meter unlocked, a $50 reconnection fee will be applied to the account.
Installation and Customer Responsibilities
Payment of the tap fee provides availability of water service only.
- The meter will be installed at the edge of the property line.
- The customer must install a ball valve shutoff within three (3) feet of the meter.
- If applicable, pressure exceeding 99lbs at install; customer must install a PRV at a location chosen by customer.
- If applicable, all cross connections must be disconnected, and an air gap or approved backflow prevention device must be installed before the meter is unlocked.
- The customer is responsible for installing and connecting the water line from the meter to the residence.

- $150.00 (Customer must provide photo ID and Lease Agreement.)
- Realtors
- $50.00 (Customer must provide photo ID of contact and a copy of the listing agreement)

- Cut off requests can be changed up to 24 hours to date of disconnect at no charge, after this time fees may appy.
